In order to make it easier for Croatian citizens to report irregularities in elections to the European Parliament, Gong has launched an irregularity reporting tool. Irregularities such as various pressures on voters or abuse of public resources can easily be reported online.
What is Gong and why its actions are very important during the (pre)election period?
Gong is a civil society organization focused on enhancing democratic processes and institutions as well as developing a democratic political culture and encouraging active and responsible participation of citizens in political processes, particularly in decision-making processes related to good governance of public and collective property, protection and promotion of the rule of law, human rights and solidarity. Gong was founded in 1997 as an initiative of citizens organized to monitor elections. This year, monitoring will be improved with this specific online tool created essentially to simplify the act of reporting the irregularities in the upcoming European Parliament elections for every citizen.
Practice teaches us – there are a variety of irregularities out there
Different irregularities can occur during the election campaign, at the Election Day or even after the Election Day. Before the Election Day, the most common irregularities reported by citizens are connected to violation of pre-election silence, hate speech and violation of citizen’s private data. During the elections, different irregularities can occur at the polling station connected to the work of the electoral committee itself, bribery of the voters and etc. Gong will as usually gather the irregularities reports via phone and other channels, especially for the citizens without internet access. Those with the internet access are advised to report the irregularities via Gongs’ new tool, which will ease the whole process of irregularity report.

This tool is very user-friendly since the form already has all the information needed to evident the irregularity, shortening the time needed for undertaking a report of irregularity.
What is happening next?
Most of the irregularities reported through Gongs’ tool will be, as always, forwarded to the institutions like The Croatian State Electoral Commission and Croatian Personal Data Protection Agency. Gong obliged to protect the privacy of the applicant, whose personal information won’t be forwarded to the institutions, unless on demand or with the applicant’s consent. Anonymous reports won’t be accepted in order to assure the correctness and liability of reports and to make sure potential manipulations are restrained.
Citizens can report the irregularities directly to the competent institutions as well. After the election, in a regularly published report, Gong will demonstrate all gathered information and the analysis of irregularities collected via mentioned tool and other channels.
